  2. that places a child in the care of a local 
  3. authority. There were 63,000 children in care
  4. in the UK in 1993. From October 1991 a person
  5. who is a parent or guardian of the child may 
  6. exercise responsibility independently of the 
  7. authority, provided that the person does not 
  8. act in a manner incompatible with the care 
  9. order.
